Vicki M. Lambert, CPP, is President and Academic Director of The Payroll Advisor™, a firm specializing in payroll education and training. The company offers a payroll news service which keeps payroll professionals up-to-date on the latest rules and regulations.

With over 35 years of hands-on experience in all facets of payroll functions as well as over 20 years as a trainer and author, Ms. Lambert has become the most sought-after and respected voice in the practice and management of payroll issues. A pioneer in electronic and online education, Ms. Lambert produces and presents payroll related audio seminars, webinars and webcasts for clients, APA chapters and business groups throughout the country. Ms. Lambert is an adjunct faculty member at Brandman University in Southern California and is the creator of and instructor for their Practical Payroll Online program, which is approved for recertification hours by the APA. The presenter referred to the payroll processing software as something that could not be changed and we had to follow those calculations but I disagree. If you manually calculate or work with your payroll service (such as Paychex) you can setup a template that helps you calculate the taxes so the employee isn't over taxed. She made a comment that if too much tax is withheld, the employee will just get a refund with their tax return. I don't agree with that approach because if we are paying a bonus and 40% goes to taxes the net sometimes does not look like a substantial reward which is what is intended. Employees don't look at the gross, they look at the net.

I know these trainings can get long if questions are allowed during the training time, but it would have been nice to be able to ask questions at the time the subject was being discussed. The research element is informative, but is there other areas/websites that you know of that will give more tax requirement by state? The Tax on employees who are at training component was a little confusing. This has sparked a lot of questions and I will seek out an employment lawyer for more information. Thank you for your time.
