Shelter-in-place is an emergency response tactic used when evacuation is not possible or safe—typically because the threat is between the employee and an exit, or the location of the shooter is unknown. When sheltering in place during an active shooter event, employees should move to a room that can be locked or barricaded, turn off lights, silence phones, stay low and away from windows, and remain quiet. The door should be reinforced with heavy furniture if possible. Employees should contact 911 when safe to do so and wait for law enforcement to provide the all-clear. Shelter-in-place is the Hide component of the Run-Hide-Fight framework and is most effective when practiced in advance so that employees know exactly where to go and what to do without hesitation.
